Can you Travel on Domestic UK Flights without Photographic ID? The answer is Yes and No. Unlike international travel, you’re not crossing a border or leaving the country. That means domestic flights are less about immigration rules and more about whatever identification requirements the airline chooses to enforce.

Despite being told “for non-UK nationals, airlines strictly require a valid passport or a UK government-issued photographic ID to travel”. We still managed to board a flight without. So there are some scenarios where, yes, you can fly without a passport or UK government-issued photographic ID.

Our specific scenario came about when we flew from Belfast to Edinburgh for Fanfan (Thai) to apply for a Schengen visa application at the Spanish Consulate. With this visa application the passport is left with the consulate to be stamped and later returned to the applicant by mail. So when it came to the return flight back to Belfast “have you got your passport okay?”…. “Oh, st!” Rifling through her purse looking for her driving licence “double st”.

Airline Staff Accepting Alternative ID

The situation was even more complicated as we were travelling with young Beansie (5 months old) meaning they would likely be split as Fanfan would have to find alternative travel home. As pretty much every source said for non-UK nationals, airlines strictly require a valid passport or a UK government-issued photographic ID to travel. And we had neither.

Anyway, we travelled to the airport regardless, with alternative plans for Fanfan to hop on a bus from Edinburgh to Cairnryan for the more lenient ferry crossing to Belfast. We’ve done these ferry crossings a bunch of times, although we always bring ID just in case. At the airport we go to the Aer Lingus lines and explain the situation. The attendant asks to see what cards she does have. She had an HSC card (NHS) which didn’t have a photo. However she did have a Thai student card and by matching the names on the cards this provided enough proof of her identity. Next stop Belfast!

So, Can You Fly Domestically in the UK Without Photo ID?

Based on our experience, the answer is yes—but only sometimes. The key thing to understand is that domestic flights within the UK are not the same as international flights. When travelling between Belfast and Edinburgh, London and Manchester, or other UK destinations, you are not passing through immigration controls. Instead, airlines set their own identification requirements and have discretion over whether alternative forms of identification are acceptable.

That doesn’t mean you should turn up without ID and expect everything to work out. In many cases, airlines will require photographic identification and may refuse boarding if you cannot provide it. However, our experience shows that there can be exceptions where staff are satisfied that you are who you claim to be.


What Alternative Forms of Identification Might Help?

If you find yourself in a similar situation, gather every document you have available before heading to the airport.

Examples include:

  • Student cards
  • Work identification cards
  • Health service cards
  • Bank cards
  • Utility bills
  • Official government correspondence
  • Digital copies of passports or driving licences

None of these are guaranteed to be accepted, but together they may help establish your identity if airline staff are willing to consider them.


What If You’re Not a UK National?

This is where much of the confusion comes from.

Many airline websites state that non-UK nationals should travel with a valid passport. That remains the safest and most straightforward option. However, our experience demonstrates that the absence of a passport does not automatically mean boarding will be refused.

Ultimately, airline staff need to be satisfied that the passenger is the person named on the booking. How they reach that conclusion may vary depending on the circumstances and the documents available.

What If the Airline Says No?

Always have a backup plan. Before arriving at Edinburgh Airport, we had already worked out an alternative route home. The ferry from Cairnryan to Belfast was our fallback option if boarding was refused. Having a contingency plan removed much of the stress. If you’re travelling without standard identification, consider alternative transport options in advance rather than assuming everything will work out at the airport.


Travelling with Children Makes Things More Complicated

In our case, the biggest concern wasn’t actually getting home—it was keeping the family together. With a five-month-old baby travelling with us, a refusal at the gate could have meant splitting up the journey. One parent would have flown while the other faced a much longer trip by bus and ferry. That possibility alone was enough to make us realise how important it is to double-check travel documents before leaving home.

Other Situations Where You Might Not Have Photo ID

Forgetting a passport at home isn’t the only reason someone might find themselves without identification. Common scenarios include:

  • Losing a wallet before travel
  • Having a passport away for renewal
  • Waiting for a replacement driving licence
  • Having a passport held by a consulate as part of a visa application
  • Having identification stolen while travelling

In each case, the best approach is to contact the airline before travelling and explain the situation. They may be able to advise what alternative documents could be accepted.


The Bottom Line
